Ways to promote hair growth for black people?

Reduce or eliminate the stress (like heat styling, excessive combing or brushing, tight braids or other hairstyles that pull on the scalp) you put on your hair. You may also decide to wear your hair so that you don't have to do too much to your hair. The less you manipulate your hair in any way, the better.

Take good care of your hair by using a good moisturizing shampoo and moisturizing conditioner. Use moisturizers and oils to keep the hair soft and easy to comb through.

Encourage growth by massaging the scalp. You can use essential oils like rosemary oil when massaging the scalp. Make sure you read up on essential oils at sites like aromaweb.com because you don't always want to apply them directly to the scalp, you may have to dilute them with another oil like jojoba or olive oil.

You can also encourage growth by exercising, eating nutritious foods, take vitamins (especially biotin), drinking water, and reducing emotional stress. A healthy body will produce healthy hair.

The key is to hold on to the hair you have so that you won't need frequent trims. If you are trimming off the same amount of hair that you have grown since your last trim you won't see any length. Your hair will be growing but the length you would have gained would be cut right off.

Also, if you have a lot of breakage (caused by the stressors I named earlier) your hair will break off at the ends as fast as it grows and you won't see any length. Only trim when necessary. For damaged hair, a trim or cut is a necessary to start you off with a good foundation.

To promote hair growth take your vitamins and drink plenty of water. Do not chemically straighten your hair get it trimmed every 6 weeks. Keep it moisturized with oil not grease. Keep it in protective styles like braids or twists. Do not use alcohol based products.
Consider Hi-Frequency treatments. You will notice a difference. A Cosmetology school is a great place to get them done correctly at a low cost.
You're not the only one looking, it's like completely impossible to find something that helps. I've been looking and looking but have been reduced down to waiting for 5yrs just 4 my hair to grow 1cm

May be you'll have better luck finding something than i did. Good Luck
